So I have tried it few times with no success. Believe me, I have manually save the game in multiple saves before room entry and fights. At the end I am STUCK at the Penthouse of Lucky 38. I have read all kinds of walkthrough including the Prima Games Hint book. Instead of going down the "The House Always Wins" quest line, I decided to go for the Change in Management instead.
